Hydraulic Cement

The other day when it was " close to " but below freezing, I was asked to patch a fairly large hole in a concrete step. The repair was to made to the bottom riser. The size of the repair took 4 gallons of hydraulic cement. I was amazed on how fast it set up and how much it cost for the cement which was purchased dry in 4 seperate 1 gallon pails at the tune of about $12.00 per gallon. I too was amazed on how well the repair as a whole turned out. So my question. What is the additive that speeds the process of setup time. Note too that I was using cold water.
