resurfacing a cement basement floor

My basement floor is about 45 years old—but I could be wrong, because I can see the outline of where the bricks were on the floor from the old cistern location. My home is about 106 years of age.
Not to answer my own question but would a levelling cement be a good idea?
As it is now, low spots and some areas that sound hallow. And yes there is a floor drain.
And when I have had water in the basement it drained toward the drain.
Just to let you know a few of the areas that sounded hallow had crumbled and under neath and there was another layer of smooth cement.
What I am most concerned about is adhesion –what do you feel would be an the best product to use? I plan on painting it afterwards.
