heating in winter

Our house during the winter the 1st floor has thermostat at 73. the thermostat in the second floor is off. yet the temp is 80 in the 2nd floor. what can I do to offset the change in temp?
What kind of heating system are you running? Air, steam, water, heat pump, mini ductless split systems, baseboard resistance? Is there actually more than 1 zone, and are the thermostats accurate?

Is there a door on the stairway(s) to the upstairs?
